The announcement prohibits use of NRCS-distributed FSCP funds to support ground shooting, euthanasia using barbiturates, aerial gunning, drop nets, snares, cable restraints, foot holds, relocation, frightening devices, immobilization, reproductive inhibitors, toxicants, and any other techniques prohibited by state or local rules. In effect, applicants must design their assistance programs around approved trapping-based methods and related support services, not around the restricted techniques listed in the notice.
