RASP is framed as a way to identify threatened and endangered species that may be candidates for delisting or downlisting, define the conservation actions needed for long-term recovery, and identify nearer-term actions that can reduce constraints on training while still meeting conservation requirements.
Second, the project includes tracking and coordinating Department of the Navy reviews of proposed and final rules that could affect natural resources management on military installations and ranges. The role involves monitoring regulatory actions, organizing internal reviews, preparing concise briefs on key issues, and consolidating and transmitting final Department of the Navy input to the Office of Management and Budget (OMB) as part of the federal rule review process.
Third, the partner will assist in developing and revising natural resources policy. This includes issuing data calls, leading workgroups with Navy and Marine Corps representatives, and drafting policy updates on topics such as Endangered Species Act consultations, Sikes Act compliance, invasive species management, and other emerging issues as needed. The stated deliverables for this policy-development component include written reports and briefing products summarizing data call results, summarizing workgroup findings and recommended changes, and a draft revised policy document with edits clearly identified.
Fourth, the opportunity calls for general reporting and presentation support for senior leadership needs. The selected partner is expected to solicit and consolidate inputs from internal stakeholders and compile information into reports and presentations, essentially helping OASN(EI&E) translate field and program information into decision-ready products. Limited travel may be required, with planning assumptions of up to four trips, three days each, with a total travel cap not to exceed $5,000.
