The participant mix is projected to include approximately 55 foreign participants and 20 U.S. participants. Each project is intended to bring together current or emerging leaders drawn from government, business, and civil society, with participants selected for relevant experience and expertise connected to the project topic.

A central element of each exchange project is expected to be a U.S.-based segment where a group of foreign participants travels to the United States for an intensive, highly tailored program. The U.S. portion can be structured using a variety of formats depending on the project goals, including workshops, professional meetings, site visits, events, mentorship arrangements, and hands-on working placements within U.S. organizations or businesses. The emphasis is on designing activities that are practical, topic-specific, and directly responsive to the goals identified for each project.

Importantly, the program is structured to be multi-directional and multi-segmented, not a one-way visit. Any U.S.-based programming should be paired with at least one additional segment conducted overseas, and that overseas component should include U.S. participants. The design expectation is that U.S. and foreign participants engage with each other in both settings, strengthening sustained professional connections and supporting shared learning that continues beyond a single travel segment.

The selected organization will play a major role in recruitment and participant selection, in close coordination with ECA and relevant partners. This includes recruiting nominees, screening and selecting participants, and ensuring the final group fits the leadership profile and technical or professional background needed for each project. The awardee is also responsible for developing and managing the program activities that best meet the stated project objectives, while remaining flexible enough to adjust to evolving priorities that may arise during the award period.

Eligibility is open to U.S. entities including public and state-controlled institutions of higher education, private institutions of higher education, and U.S. nonprofit organizations with 501(c)(3) status (as well as certain other eligible applicants listed in the announcement).
