Opportunity Information: Apply for WAW NOFO FY23 05

The U.S. Department of State, through the Public Diplomacy Section at the U.S. Consulate General in Krakow, offered a competitive grant opportunity called "Promoting Local Polish Media Coverage of Ukrainians Returning and Rebuilding" (Funding Opportunity Number WAW-NOFO-FY23-05). The program was designed to strengthen local and regional Polish journalism focused on Ukraine by supporting reporting that follows Ukrainian families returning from Poland and documents the realities of rebuilding their lives and communities. A central emphasis is on stories that highlight Polish-Ukrainian partnerships and the lasting impact of support provided by Polish society to Ukrainians displaced by the war.

The overall purpose of the funding is public-facing: to increase public understanding in Poland of both the challenges and the possibilities tied to return and reconstruction, and to sustain public interest in the long-term trajectory of Ukrainian recovery rather than only front-line war developments. The Consulate framed this effort as building on Poland's strong tradition of conflict-zone journalism and the existing success of Polish outlets in delivering detailed war coverage. At the same time, the project is meant to broaden who gets reached by that kind of reporting, expanding distribution to new audiences while also bringing additional, diverse perspectives to audiences that already follow Ukraine coverage.

The funded project was expected to combine capacity building and direct content production support. The core structure envisioned is one or more workshops tailored specifically to Polish journalists, focusing on how to report on returning refugees and rebuilding efforts in a culturally sensitive, trauma-informed way. The training component is not only about storytelling craft, but also about responsible newsgathering in a war-affected environment. Safety planning is explicitly highlighted, especially for any participants interested in reporting from higher-risk areas such as eastern Ukraine. The notice indicates that sessions should be led by experienced practitioners: journalists with strong backgrounds in human-interest and conflict reporting in Ukraine, alongside experts who understand the intersection of mental health and journalism in war zones and similar contexts.

After the workshop phase, participating journalists would be invited to compete for small grants to finance specific reporting projects. These mini-grants were intended to help journalists propose, develop, and execute concrete pieces of journalism covering either (1) Ukrainians who have returned to Ukraine after taking refuge in Poland, or (2) broader rebuilding and community-strengthening efforts in Ukraine, whether physical, economic, or social. The program description suggests a merit-based selection process for these reporting proposals, with the strongest concepts receiving funding. Applicants proposing to run the overall program were expected to demonstrate relevant experience, including the ability to support professional journalists through mechanisms like reporting tours or other forms of logistical and editorial support.

The intended participants were Polish journalists and editors from local and regional media outlets across Poland, with a broad definition of "journalists" that could include photographers, videographers, audio technicians, and producers. Organizations applying to administer the program were asked to clearly explain how participants would be selected and how many individuals would take part in each stage of the project, signaling that selection design and cohort size were important elements of a competitive application.

The grant had a total amount available of USD 50,000, with an expected single award (award ceiling USD 50,000), and the funding instrument was a cooperative agreement, which typically implies closer coordination with the U.S. government during implementation than a standard grant. Eligible applicants included U.S. 501(c)(3) nonprofits (other than higher education institutions), public and state-controlled institutions of higher education, private institutions of higher education, and other applicants as described in the full notice. The Assistance Listing number was 19.040 (Smith-Mundt). Applications were due by Friday, September 15, 2023 at 11:59 p.m. Central European Time (GMT+2), and late applications were deemed ineligible.

The notice also drew clear boundaries around what the funding would not support. Ineligible activities and costs included partisan political programs, charitable or development work, construction, religious activities, fundraising campaigns, lobbying for specific legislation or programs, scientific research, duplicative programming, paying for activities that had already begun, ongoing salary costs, and alcoholic beverages. Finally, the opportunity directed applicants to the U.S. Embassy Poland grants webpage for the full official notice and detailed instructions.
